The European passenger impact injury abatement requirements are the main reasons for front end changes to vehicles sold in the EU (and often here with minimimal changes) has to be softer and have more crush area to minimize injuries to pedestrians, so it can't be as low and swoopy as that would put the outer layer too close to the non-compressible stuff beneath it. It will likely take awhile, another model update or two to refine this as designers come up with alternate ways to meet this new(ish) spec.
