No, it's not likely free(that is up to your local GIAC dealer) as there is labor involved, not just a plug-in and download(even this involves a flat rate charge of 1/2 to 1 hour of labor time).
That's not true though. There are already a handful of tuners that can flash fully via OBD after an initial benchflash. MP and ACF are two examples.
