Yes, the heater plug has 4 wires. 2 for the heater and 2 for the thermistor for heat control.
There's no way the factory would deliberately fit a heated wheel to a car without that option. Have you had your car from new?
Is this supposed wheel heater plug plugged into the wheel controller module? If so you must already have the right module with the connector for the heated wheel?
