This is normal. The car has different brightness settings for the corona rings to be used when the headlights and parking lights are off (position 0), when just the parking lights are on (position 1), and when the headlights are on (position 2).
At position 0 (lights off), the corona rings serve as the daytime running lights, so they’re lit more brightly.
At positions 1 and 2, with various other lights on, DRLs are no longer needed, and the corona rings serve more of an aesthetic purpose than a functional one. They dim accordingly.
