In Germany neither. We have the limit set to 250kmh (155mph) regardless of model or line. I tested this on the autobahn and the car accelerates nicely to that speed and is very stable and got good handling.
But you can't buy a BMW in Germany with all season tires. It's all summer performance tires with the necessary speed rating for 250kmh.
This is proprably the reason for the limit in the US. If the car goes over the tire limit and the tire blows, it would be a nightmare for the driver and BMW.
