From my understanding on this matter, I do not think you have a chance to claim the allowance back.
The EFC policy stated that allowance will be given on two criteria. One is on the gas emission (no problem here) and the other is on fuel consumption as follow:

The highlighted row indicates the weight group of the current South African assembled 328i sedan. As this 328's fuel consumption is better than the limit in this group, allowance will be obtained. However, according to the HK BMW office, the first lot of their 328s were assembled in Germany and they were found to be lighter than this weight group. That is why they were not qualified to get EFC allowance.
On the other hand, you should feel better as these cars were lighter and made in Germany. Theoretically, they should be of better quality !
