Internet / BMW Live can be done on Combox equipped cars, but it is not a simple FDL Code.

It may also be possible on cars without a Combox, certainly it is from the factory, but I do not know how it could be done outside of the OEM solution in this case unless somewhere in the CIC you can write an alternate VIN that is used only for this purpose, as that is how it is done on Combox equipped cars.
As for having a Combox or not, check and see if you have option 6VC.
