It looks like if combox is present then either the hardware for bt/usb doesn't exist within the headunit or it's software disabled.

Are you positive that standalone 6VC is still an option on the F30?
On the new 2013 F10's, with the upgraded Navigation system, HU_CIC became HU_NBT, and a car ordered with 6NL has no separate options for 6VC Combox, 6FL USB Port, or 639 BMW Assist. Looking at the ECU's in E-Sys, there are also no more separate CMB_MEDIA or CMB_ECALL modules.
Also, when I look at the F30 ordering guide, I do not see 6VC listed as an option:
