I currently have my auto insurance and a credit card with USAA. I assumed I was eligible, but my CA just told me "In order to get the USAA rebate you must have the ability to purchase property and casualty insurance."
I'm not sure if that means I qualify or not?

If you're a USAA member in good standing, then you qualify. You don't even have to have their auto insurance.
