The post you were addressing had it right.
Summer performance tires on average have a harder ride than all season tires.
The poster didn't say summer tires ride harder due to the rubber compound. He said that summer tires will wear quicker to do having a softer rubber compound.

So, all seasons tend to have a better ride.
Summer tires have better overall handling in warm temps.
All seasons tend to have longer life as their tire compound is not as soft as summer tires.
Summer tires wear quicker due to their softer tire compound.

As for which tire is better in the rain, summer tires are not better in the rain. All seasons are better in wet conditions in both warm and cold weather. Summer performance tires are designed to maximize performance on warn and dry roads. They are the best performing tire, but do their thing in the most limited of conditions.
Check the tirerack.com testing and you'll see that high performance all seasons have better wet performance over high perf. summer tires.
This is on average, as there are always exceptions.
