BTW, does this waste more gas? After the mod i see my miles per tank dropping quickly.
I had this same problem. I just put the clip in place and pushed it up against the groove and had a friend start up the car. As the actuator moved, the clip popped back into place.

Today I just disconnected the electrical harness and tucked it away. The flap remains open. Errors be damned.
