Yeah to me Decal = side sticker
Side skirt = the underside attaching body part / skirt
I have a vinyl plotter at work never really considered it, I suspect they are digitally printed with the M performance bit, and a fairly tough vinyl. Probably £20 worth at the most. I guess at some point they will become available outside of BMW. Having said that they are not even available in the UK yet
