They're by nature louder at all engine speeds and loads, but I'm sure they *try* to keep it at high revs or high load to avoid drone (which is truly what makes an aftermarket exhaust miserable if it's not well done).

IMO, intake sound is preferable to exhaust because you really only hear it at WOT; I once owned a VW with a previous-owner installed cone intake and it was nice to have *no* added noise until your foot went all the way to the floor.
