So I went through this with the dealer. To make a long story short they were supposed to order option 840, and forgot to request it.
I was a little peeved, so I had them check, double check, and triple check with BMW Canada. Basically Option 840 adds the summer performance tires (deletes the default all-seasons), and removes the software limit. That's it.
So in the end, I'm guessing that there is not *technical* limitation to installing the PPK, it's basically a BMW recommendation.
If not, I'm going back to the dealer and HULK SMASH!
