This is the message I have regarding my account.
"Thank you for verifying your account. In order to use the PM system or create new threads, you will have to have 3 posts under your belt and wait 24-48 hours after the 3rd post before your account is upgraded."
Looks like I should be able to receive PM's by tomorrow or the day afterwards.
