I never quite understood that either. When I purchased that car it had it on, it was an Indiana fleet car and we don't require front plates either. The bracket is actually designed to fit the long Euro plates and our narrower U.S. Plates all in one.

I don't require front plates in Indiana thank goodness
they make the car look so ugly.
