The real question is, why the 4-Series will have halogens at all -regardless of country- if this is supposed to be a "premium Coupe"?
The car is offered in its very basic trim in countries like UK and Germany in entry level models and keep the price competitive. Especially in the UK, the BMW outsells Ford Focus. Even in Australia they are beginning to offered basic trim and then charge for the options. In the past the M3 and the 3 series coupe (the powerful model) were fully loaded. Not anymore. By lowering the basic price they are trying to stay ahead of competition - ala Mercedes and Audi.

The bi-xenon are a $2500 option on the F25 X3 in Australia ... which is a lot of money.
