They plow and lay down gravel/sand all the time. Unlike many places where they simply push the snow off to the side, we actually have snow removal all winter long. They scoop the snow up off the road, put it in the back of dump trucks and transport to various snow dumps around town. Imagine a city block piled 4-6 stories high with snow and you get the picture.
