I reckon it's a Dutchman speaking German. His accent clearly sounds Dutch, and his first utterance - 'Hast du angeruft?' - isn't correct German (should be 'angerufen'). The second thing he says - 'hinter de[r] Planke' - is again a bit approximate (should be 'Leitplanke').

That explains the carnage.....he should have used the correct German, instead of causing confusion with the drivers.
I also thought his hand waving motion was inappropriate. The waving pattern he was using means "go faster" in Finland.
