The letters stand for "Brilliance BMW" indicating this car was made in northeastern China by Chinese people, instead of Germans. The cars with this tag are usually much cheaper than European imported cars.

You will also see cars in China with the letters on the back that say "Shanghai Volkswagen" or "Guangdong Honda", meaning those cars are Chinese made.
