That damage looks like something corrosive was used to clean that wheel. Not sure, but likely the detailer (used loosely here) at the dealer used a bad product.

They likely won't replace it, no way to fix, and no way to prove that you didn't do that after taking possession of the car.

The wheel is around $1K.
