It also depends on the color of your car and interior. A dark tint will contrast a lot more with a white car for instance, and bring you more negative attention. Dark interiors reflect a lot less light and thus don't need as dark of a tint. I have 15% CXP on the rear window and 35 on both front/rear windows and 50% on the front windshield with a black interior and grey exterior. There are angles where the car looks to have little tint (front offset) and angles where it looks limo. Usually a good tint shop will be able to steer you the right direction if you outline your needs.
I do think it looks bad when you only do the rear windows or even worse when you just do part of a window (ugh at some ugly tints here in Michigan). Make sure to roll down your windows if you get pulled over.
