What are "Reasonable" Canadian Fees?

I was wondering what are the types of fee amounts we are getting in Canada and how much we can negotiate these. On the bmw.ca configurator for example these are listed as:

Freight & PDI $2,095
AC Tax: $100
Motor Vehicle Industry Council Fee: $5
Retail Adminisgration Fee ( up to ): 595
Tire Tax: $23
Total Fees: $2818


My worry is that I get a good price off the MSRP, and then these are inflated - or called "non-negotiable" by the dealer? Or do you typically negotiate these all in and get a discount off the whole? I.e. target 6%+ off the MSRP + the fees together?

Also, what's a competitive price for the Tire Protection and the 3M protective film? For the 3M film, I was thinking that I might want to get this pre-installed by the dealer if I get her delivered in the winter. WRT "Competitive", I'm in the TO region if that helps.
