Are you able to read the FA without error? I'm pretty sure you have to do that before trying to read the VCM.

with esys 3.18.4 & psdzdata 48.3, we can read FA, read coding data etc ok, only get error when we try to code fdl.
so no, the problem are not related to 48.3 when he can't even read... seems serious...
