I know pictures don't show exact detail, but it does appear to have had liquid of some type on the surfaces and there looks to be evidence of run off.

I just spent some time under the hood. It looks like you are right. Good eye! It doesn't wipe off but I can peel it off. It happened in the factory. It is in spots that aren't exposed to drip directly onto it. My salesman is really good. We have been emailing and he said it is a lubricant that they use in the factory. Not sure what I want to use to get it off....a degreaser?
