Yep that's it. All it does is trick your car into thinking that the VIN on the head unit matches your car so that all the applications will work. On top of Voice Control and Navigation, I can confirm that this will also enable BMW Apps if it was previously activated on your donor vehicle's head unit and most likely Satellite Radio if it was previously activated.
