OK...I get it now.... when the car is not clearly marked as a Hybrid... as in containing a large battery or series of smaller bateries...

Fire and police first responders need to identify a vehicle rapidly to "lock down" the car and deal with special precautions as its more than just gasoline..

these cars, debadged, need some quick way to identify hazards to emergency personnel
