Think of it this way...
BT doesn't require a data plan to stream (push) data from one device (phone) to another (car), however Pandora does require a data plan to stream (pull) data to your device (phone) from the source (Pandora server). Unless of course you are connecting via a wifi connection. Which obviously wouldn't be possible if you are driving around in your car. Therefore the phone needs to use a cellular network to stream (pull) the data which requires a data plan.
