OP, this is normal behaviour. All speedometers read slightly higher than true road speed (and this is further exaggerated at higher speed) so the needle being 2/3mph over the cruise control marker/set speed is normal and you have no issues.
Whatever you set your cruise control to (80mph say) - you will do this speed with your needle reading somewhere around 82mph.
You may want to re-read the OP. His cruise control was set at 80. The marker on the dial is a bit off. If it's close to his actual speed, it must be a coincidence. The marker is just a bit misaligned. It's close enough for most rational purposes.
