Yes, there is a mounting plate that attaches to the bumper. Unfortunately, it requires you drill holes into the bumper to attach it. I've read of some after-market options that don't require you to drill into the bumper, but have never seen one personally.
I'm in CA, USA which requires the front license plate.
If your location requires front plate, your dealer is required to attach it by law unless you sign a waiver. It should be free of charge.
