LEDs flicker.... too quickly for most people's eyes to notice. Depending on the camera's frame rate, it can capture this flicker. It's the same reason why TVs and computer screens flicker on camera. Video is just a series of photos. Occasionally the photo lands on a point in time where the LED's flicker is in the off setting.
