I'd agree with Al, pretensioners should be standard and what's also a con is that it looks like US cars do get these bits as standard.

BMW restraint system (UK version)
...for the driver and front passenger, comprises three-point seat belts combined with integral tensioners and force limiters. So in the event of a collision, passengers are held safely in their seats. The seat belt buckles in the rear are coded to avoid them being incorrectly fastened.
