For people in California I would say yes, probably even within that week after they arrive (that is, of course, if customs doesn't stop the car and no damage occurred during shipment).
For Hawaii, like in my situation, it two weeks to get the car from Cali to HI after it arrived, and then I still have to wait some more days until I can actually take delivery. So for Hawaii I would more say something like 2-3 weeks after arrival in Cali to take delivery
