Definitely looks like it's through the clear, color, and base coat. I'd touch that up right away - it won't look pretty, but definitely much less of a hassle compared to completely respraying the (front left?) fender.
Main thing is you don't want the upcoming winter to start eating away at the exposed metal and rusting out that panel!
