I'd say best performance would be the 18" staggered setup with summer tires as that has less unsprung weight over all compared to the weight of 19" wheels and tires.
Plus a better ride as the 19's have less sidewall.
But then, RFT's have such stiff sidewalls anyway the ride difference is likely minor.
