Using my E90 as an example, I'd say production date from VIN decoders indicates
start of production.
(eg. from bmwvin.com: "Prod.date 2009-09-25", and from sticker under the bonnet, build date is "OCT.09". Also, it was booked for shipping at Durban on "19-10-2009").
