So far my 2013 328i does not have this problem but I only have 500 miles on the car. I test drove 4 F30's including the one I purchased and two of them had the vibration. It was very noticeable, but to me it did not feel like a tire problem....it was too intermittent and almost felt like an electric "buzz". What you are saying about the steering system makes much more sense than a tire balance problem. I feel badly for everyone that is affected by this and I hope my car doesn't develop the problem later on.
