This is correct.
BTW, my first attempt bailed out halfway through the third thumb drive. I wasn't paying attention to the progress and thought it was done but when I checked the map version it was still 2012.
When I started the process again, it knew how far along it had gotten in loading and, while it still required the first 2 thumb drives, it did not re-prompt for MSC code and zipped through the first 2 drives in about 5-10 seconds each and picked up in the third with progress at ~92%.
