New resident of Texas here from Oregon (no sales tax). I was wondering what rate is paid on new cars when bought in DFW since both Dallas and Tarrent County have 8.25%? Is that the rate that is charged or is it the state's 6.25%?

If it is 8.25% would it be possible to buy a car out of state and pay the 6.25% instead when registering it in Texas per the DMV website's information?
