No it's different. In steer by wire there's no physical linkage at all between the steering wheel/column and the wheels. A computer recieves input from some input device (can even be a joystick) and then the computer makes the wheels turn. So the steering wheels doesn't even need to be located where it is right now or be in its current form.

F30 steering still has a physical mechanical linkage from steering wheel/column to the wheels. It's just electronically powered/assisted.
