Did you follow the E-Sys installation manual? It is wrong. You do not need to do this step.

"Copy the contents of the "C:\ESysData\psdzdata\swe" folder into the "C:\ESysData\SWE" folder."

All psdzdate need to stay in its psdzsdata folder. Some poeple move the data to this directory and will get the same error. But also copying the data as mentioned is not necessary.
