Totally depends on how you drive. If you drive it hard, get performance tires, if you don't then get all season as they will last longer and will handle all eliments. normally I would say you should be fine with performance all year in VA or WA, but if it does get below 40-45 that is not good for performance tires (well not good for the person driving that is), all season or winter tires are really needed for those temps.
