It's definitly demand of the climate control. I left mine off the other day, and sat at a light for over 2 minutes and the car never tried to restart on its own.
To verify, you can go to the Efficient Dynamics menu, and it will tell you the reason the car isn't off. In full screen on cars with nav it spells it out (demand for climate contol too high), in split screen it just shows an icon, and I'm not sure what shows on a non-nav car. The only two things I've seen it display when running are climate control demand and request by driver (as in you restarted it on purpose).
