The references to 'exempt' cars, are to those that comply to EU6 RDE Step 2. Seems RDE Step 1 doesn't even qualify as exempt.
The clarification can only come if Step 2 "is, or is not" the test regime that matters. It isn't even here yet.... RDE Step 1 is only now being implemented, not yet required for new registrations.

if I understand you correctly, all "NEW" diesel cars that don't comply to RDE Step 2 standards (which no diesel car does at the moment) will be subject to higher band tax ?
