I got my dealer to take a look at it and they pretty much solved it for a while. Not sure quite what they did, but it has since returned. I now use a rolled up piece of black felt wedged in the gap between this panel and the dashboard above. This does a reasonable job but it only works if you don’t raise or lower your steering wheel.
