The optional 19s have 255 rears, but as for the others wheel/tire options my guess it goes back to ekeing out the best possible fuel economy they can. The wider the tire, the more resistance, and theoretically, the worse the efficiency. Now, its true that the economy number shown on the window sticker won't change with the 19" wheels, but by offering the narrower wheels standard on all models, they probably were able to get the EPA to test in that configuration.
