Yeah, I think you read it correctly. You basically need to unrar/unzip the whole bunch (all 24 of them, just do the first one and the rest goes automatically) and then copy the contents to that folder.
In the end it should look like this (I also opened the 'SWE' folder as you need to copy as well from that one directory to the other)
