He should be locked in to his original incentives. I am locked to mine from February. If a better one had out before my car got here (it's at port in MD now) I got upgraded.
Waiting to see what's available shouldn't be a problem. There's no requirement to take the May incentive, if one comes out. If it's not as good, he can pass on it.
