All we know is that by coding HU_CIC will enable the feature... but it also depends on what else is there in your car.
And no, seeing the BT connection setup is not normal, we typically see something like "Unable to connect at this time", after a complete shutdown and a couple of hours later, it will start working.
Do you also have the latest bluetooth firmware? Maybe that is what it's trying to say?
