If petrol is a problem there, then rather go for the Diesel, but then why not go for the 330d, I suppose that will depend on the import taxes.
Here in South Africa, import duties are also high, luckily right hand drive 3 series are made here, we have the opposite problem petrol is fine, Diesel is a problem but getting better

Choose the car you feel is best, but I think your real world estimate of how quick a 328i is, is a little slow. Most magazines here in the US test them in RWD form at 5.7 seconds. The BMW brochure I have does not list the RWD version, but lists the X drive at the same claimed 5.7 (heavier but better traction off the line). The tests I have seen for the diesel are all about the 7.1 seconds to sixty. Even with the power kit, the 328i petrol should be quicker in just about every situation than the diesel, even at a little lower octane if that is your main concern.

It will take more than just the stock power kit to make them equal if you are just concerned about quickness.
